    FEDERAL ORDER REQUIRES MANDATORY TESTING FOR COWS AS VIRUS SPREADS.  
    The USDA’s Animal and Plant Health Inspection Service (APHIS) issued a Federal Order Wednesday that requires testing for interstate movement of dairy cattle and mandatory reporting of positive test results.
    The order aims to prevent the spread of bovine influenza A virus (BIAV) in response to the detection of the virus in dairy cattle.
    Following the confirmation of HPAI in a commercial poultry flock in February 2022, over 1,100 HPAI detections have been identified on poultry farms in the U.S.
    Since late March 2024, USDA, along with other agencies and laboratories, investigated the emergence of H5N1 virus in dairy cows. 
    Under the Federal Order, dairy cattle must receive a negative test for Influenza A virus at approved laboratories before interstate movement. Positive test results must be reported to USDA APHIS by laboratories and state veterinarians.
    The order aims to mitigate the risk of further spread of the virus, which poses a threat to both cattle and poultry, and to ensure the safety of livestock and the agricultural industry.  You can read the federal order HERE.

    Beef Forecast Rebounds
    Flat is the new up, when it comes to the latest forecast of U.S. beef production, according to the latest analysis by Steiner Consulting Group, via its Daily Livestock Report.
    It’s likely that beef production for this year will be  only 509 million pounds – 1.9% - lower than a year ago, the report said. That’s a sharp improvement from the expected 8% drop forecast a year ago. Meanwhile, the USDA held steady with its beef import forecast, anticipating a 12% rise, and its expectations for an 8% drop in beef exports. That means that the country’s supply of beef per capita is roughly unchanged, according to Steiner analysis. 
    Beef Exports Fall As Imports Rise
    Derrell Peel, Oklahoma State University Extension Livestock Marketing Specialist recently wrote for meatingplace.com saying that U.S. beef trade continues to evolve in the face of a unique domestic cattle market situation.  Beef exports in February were down 1.3% year over year with the two-month total thus far in 2024 down 2.6%.  This follows a 2023 year over year decrease of 14.3% from record 2022 beef exports.  Beef exports in the first two months of the year are down year over year from most of the top markets; including number one Japan, number two South Korea, and number three China/Hong Kong.  Additionally, Canada, the number five market is down 2.0% thus far in 2024, along with number six Taiwan.  Mexico, which had been the number three market as recently as 2019, is currently the number four market but recovering.  Beef exports to Mexico were up in January and February.
    Beef imports in February were up 23.8% year over year and are up 31.9% in the first two months of the year.  Beef imports this year are led by Brazil, who jumps out strongly to fill the “other country” quota early in the year, with shipments moderating after two or three months in the face of the over-quota tariff.  Imports from Brazil are up 41.8% year over year thus far in 2024.  Imports from Australia are up sharply so far this year.  Canada is the number two import source, slightly ahead of Australia and up 9.0 percent year over year.  New Zealand is the number four beef import source and is up 48.6 percent thus far in 2024.  
    Beef exports continue to face headwinds as beef production decreases and beef prices increase in the U.S. market.  A generally strong U.S. dollar adds additional headwinds, making U.S. beef imports more expensive to international customers.  At the same time, decreasing domestic beef supplies in the U.S., coupled with higher prices, attracts additional beef imp

    America’s top 34 beef producing counties have been released from Drovers Journal.
     
    MINNESOTA REPORTS FIRST HPAI COMMERCIAL OUTBREAK OF 2024. 
    The USDA’s Animal and Plant Health Inspection Service (APHIS) reported the first commercial outbreak of Highly Pathogenic Avian Influenza (HPAI) in Minnesota in 2024.
    The report, which was listed last week, said the outbreak occurred on a turkey farm in Meeker County, and resulted in 70,000 birds culled.
    This was the first commercial outbreak in Minnesota since December.
    Last month, the state reported a baby goat tested positive for avian flu from a quarantined poultry flock.  
    Michigan and New Mexico have reported cases as well. 
    An estimated 88.17 million birds have been affected in a total of 1,122 flocks in 48 states so far, according to APHIS even as the pace of confirmed outbreaks continues to slow down.  Bovine officials are watching this very closely in light of the earlier initial case in cattle that was detected in Texas approximately 1 month ago..

    NCBA Urges USDA To Reverse Decision To End Reporting Of Critical Cattle Industry Data
    Earlier in the week, the National Cattlemen’s Beef Association (NCBA) criticized the U.S. Department of Agriculture National Agricultural Statistics Services’ (USDA-NASS) decision to cancel the July Cattle Report and discontinue the County Estimates for Crops and Livestock, among other changes. These reports provide critical data and the decision to end them is completely misguided.NCBA Vice President of Government Affairs Ethan Lane said “It is disingenuous for the same agency which touts its commitment to transparency in livestock markets to arbitrarily cease publication of reports which provide just that. While it may be politically expedient to blame appropriators in Congress for today’s decision, cattle producers know better than to believe discontinuing a handful of reports will result in substantial cost savings for the Department.” He went on to say that “NCBA calls on USDA-NASS to immediately reverse this decision and continue delivering on its stated mission of providing timely, accurate, and useful statistics in service to U.S. agriculture.”  For the complete article click HERE

    AMERICAN FARMERS NETWORK TO SET CRITERIA FOR RE-GEN, GRASS-FED BEEF.  
    American Farmers Network (AFN) announced it is spearheading the establishment of comprehensive certification criteria for regenerative grass-fed beef production. With USDA approval to use the Regenerative Agriculture claim on its packaging, AFN said it aims to set industry standards across the beef category, the organization said in a release.
     
    AFN's said its partnership with certifying organizations aims to create transparent standards for the beef industry, aligning with regenerative agriculture principles of soil health and animal welfare. 
    AFN plans to work with retailers and partners to make regeneratively raised beef accessible nationwide.
     
     By providing incentives to producers to adopt regenerative practices, AFN seeks to cultivate a more sustainable agricultural landscape.
     
     The certification criteria will cover grazing management, soil health, animal welfare and social responsibility, the company said. Ranches meeting these standards will earn formal certification, distinguishing their products as sustainable and ethical choices in the marketplace.
     
    LIVESTOCK INVENTORY DECLINE HURTING COLD STORAGE NUMBERS. 
    The USDA's March Cold Storage report revealed declines in red meat and poultry supplies for 2024. 
    Analysis from Market Intel detailed how the declining livestock inventories are impacting the cold storage numbers. Red meat in freezers decreased by 4% from February 2023, hitting a 23-year low at 1.05 billion pounds, while frozen poultry stocks remained stable at 1.03 billion pounds. The March Cattle on Feed report showed a 1% increase in cattle on feed compared to 2023, indicating continued liquidation in the U.S. cattle industry, possibly impacting beef prices.
