Fernando Milagros indulged his love for '80s New Wave on 2016’s anthemic Nuevo Sol, but he now trades sleekness for distortion on Milagros. “Querido Enemigo” is rousing Latin pop played with the rawness of Chilean folk, the off-kilter jam “Nube Blanca” blends thumping reggaeton with woozy psychedelia, and “Marcha de las Cadenas” surges forward like a Nuevo Sol outtake that’s been blasted with feedback and fuzz bass. Defiantly noisy and delightfully eccentric, Milagros once again defies expectations.
